st/oxr: Always error on unsupported blend mode

The spec requires always returning an error if the blend mode is unsupported:

XR_ERROR_ENVIRONMENT_BLEND_MODE_UNSUPPORTED must be returned if
XrFrameEndInfo::environmentBlendMode is not supported.
